The Scottish Executive has appointed Bishops Consulting to develop a distinct Scottish learning resource to support community safety partnerships across Scotland. The resource should provide the necessary knowledge and skills to enable community safety partnerships to deliver on the Scottish Executive’s 1999 publication ‘Safer Communities in Scotland’ and the two Audit Scotland “Safe and Sound” community safety value for money studies and self assessment recommendations produced in 2000. It is being developed on behalf of the Scottish Forum on Community Safety.
The materials are aimed primarily at elected members, senior managers in partner organisations, and other staff who are directly involved in supporting Community Safety Partnerships. The programme should be finalised and available by December 2004.
There are four key elements of the learning resource:
1. an open learning manual (available in both paper based and e-learning formats);
2. supporting material for trainers;
3. the hosting of related ‘train the trainer’ events; and
4. provision of optional, additional direct support to Partnerships in the form of additional customised training.
The open learning manual will cover a number of topics including:
· the legislative and funding context
· roles and responsibilities within Community Safety Partnerships
· building and maintaining effective partnerships
· understanding community needs
· evolving good practice
· managing partnership performance
It will contain case studies, checklists and links to key reference sites.
The Scottish Forum on Community Safety is co-ordinating the work through its Training Sub-Group. The project steering group comprises Tim Kendrick (Chair of Scottish Local Authority Community Safety Forum (SLACs) and Fife’s Community Safety Co-ordinator), Frances McCormack (CCTV Manager, Edinburgh City Council), Keith Small (Strathclyde Fire Service) and Audrey Snedden (from the Crime Prevention Unit at the Scottish Executive).
A consortia led by Glasgow-based Bishops Consulting (www.bishopsconsulting.com) is developing the learning materials. In addition to Bishops’ core team, the consortia includes Mik Wisniewski (University of Strathclyde) and independent advisers Rob Nicholson and Stewart Black. The e-learning element of the project is being developed by Consultants-e.
